Tripura JBIC Project, (Tripura Forest Environmental Improvement
and Poverty Alleviation Project) was launched to improve the

conditions of the forest resources of the State and the
livelihood of tribal and other rural poor who are dependent on
forests for sustaining their lives. Around 28,000 tribal
families are still practicing shifting cultivation on the hill
slopes causing serious ecological problems.
2. In a period of 8(eight) years the Project aims at
rehabilitation of more than 55,000 ha of degraded forests with
indigenous people friendly (but technically suitable to the
sites) tree species, apart from helping to bring tree cover over
4700 ha of private lands under agro-forestry programme.
3. The terrain of Tripura, provides unique geographical features
for formation of natural lakes. The livelihood programme
involves creation of water bodies in forest areas and through
other soil and water conservation measure help the natural
regeneration and also to provide sustained resources of
livelihood through fish production under the Joint Forest
Management (JFM).
4. The project aims at further consolidation of the JFM
programme in the State through empowerment and expansion. Under
JFM programme 400 committees will be covered under the Project
(200 fresh and 200 old). The Project however, will not cover the
JFM committees already under the FDA mechanism of National
Afforestation Programme. In addition, 16 regrouped tribal
villages will be separately treated for holistic development and
eco-rehabilitation. This will promote permanent settlement and
provide the fruits of modern development to the poor tribal
people.
It is also proposed to specially cover 40 villages of
Tribal shifting cultivators. There is a proposal to raise 2100
ha Rubber Plantation also to settle the Tribals on permanent
basis.
5. Under the Bio-diversity component there is a proposal to
undertake an inventory of the rich bio-diversity of the state
and develop the Eco-tourism potential of Tripura on selected
sites.
6. One of the unique features of the project is setting up of a
world class “Centre for excellence” for the Non Timber Forest
Products. Bamboo, Cane and other Non Timber Forest Products
shall be developed through creation of entrepreneurship and
bringing superior industrial technology from outside the country
for value addition of bamboo and other Non Timber Forest
Products. Special marketing mechanism for improved products of
the States shall be created and the artistic ability of the
artesian shall be developed. It is proposed to create six common
facility centers for production of the semi processed products
and these centres shall have tie up with other national and
international institutions and with the proposed ITTO project of
Tripura Forest Development & Plantation Corporation Ltd.
7. The Project has a strong component of human resource
development through training, exchange visits and study tours to
achieve the objective of the Project and built a critical mass
of human resource for future.
8. Infrastructure gaps shall be met under the project and a
“State of the Art” Geographic Information System (GIS) and
Management Information System (MIS) shall be created for sound
and efficient management of forest resources.
9. The Tripura JBIC Project shall in Nutshell deal with
comprehensively to find solutions to the problems of Integrated
Natural Resources Management, Rainfed agriculture and other
Primary Sector activities, environmentally sound development
practices in order to remove poverty and achieve the goals of
sustainable forest management.
The motto of the project is we have borrowed this planet from
our children and therefore, we would endeavour to hand over it
to next generation in a much improved condition.
