Minutes of the meeting to review status of progress of the
Tripura JICA Project held under the chairmanship of the Hon’ble
Minister for Forests, Govt. of Tripura on the 1st August, 2009
at 4 P.M
The Hon’ble Minister for Forests chaired a meeting in his office
chamber in the Secretariat, Agartala on the 1stAugust, 2009 at
4.00 p.m. to review the physical and financial achievement of
Tripura JICA Project since its beginning and also Action Plan
proposed for the current year which is attended by,
1. The Chief Secretary, Govt. of Tripura.
2. the PCCF Govt. of Tripura
3. The CEO & P. D, Tripura JICA Project.
4. The Director(P&I), Tripura JICA Project
5. The Director(A&F), Tripura JICA Project and
6. The Addl. Director(E, A&M), Tripura JICA Project
The status of progress of the 40 project sub-components was
reviewed seriatim in the meeting and after detailed discussion
the following decisions emerged in the meeting:
• The Project Management Unit (PMU) shall confirm about
formation of the JFMCs as per the notification issued with no.
of families and other details.
• The PMU shall confirm about status of progress of survey &
demarcation work of the JFMC areas by the 26th August, 2009.
• Baseline data survey work to start immediately.
• Bengali version of the Standard Management Manual shall be
ready and circulated by the 20th August, 2009.
• Funds as per requirement and necessity for the construction
works of the PMU/DMU/RMU shall be released to the Rural
Development Department/ NPCC Ltd.
• The capacity building training for all stake holders of the
Project shall be placed before the Hon’ble Minister for
discussion among MoF, Chief Secretary, PCCF and PMU officers.
• Microplanning process of the notified 145 JFMCs shall be
completed by October, 2009.
• The Hon’ble Minister for Forests may address meeting of the
Presidents of JFMCs which shall be organized district wise at
Sepahijala in the later part of August, 2009.
• The website of the Project shall be updated regularly and
links with DMU/ RMU to be developed.
• Afforestation works (AR/ANR) are taken up for enrichment of
the plantations/ forest areas and therefore the works may
normally be referred so.
• The PMU shall review the project component, “Farm Forestry”
and take a realistic view on its target and achievement.
• The plantations created so far (AR/ANR enrichment) and that
which shall be created in future shall be protected on regular
basis by engaging Watcher throughout the year to protect the
assets created from anthropogenic disturbances including
incendiary fire.
• Microplans of the JFMCs of the Regrouped Forest Villages (RGV)
shall be revised on priority basis taking into consideration the
project components which are to be executed and the social
infrastructures which are to be put in place and this job shall
be completed by November, 2009.
• The sites in the RGV where the rubber plantation would be
created shall be identified by September, 2009 and proposal for
clearance shall be moved by mid October, 2009.
• The NTFP Centre of Excellence shall execute the work in close
liaison with the State Bamboo Mission and Director of Handloom.
Handicrafts & Sericulture.
• Inventorization of Biodiversity resources work shall be
executed by the State Biodiversity Board. Necessary amendments
in the mechanism of working shall be put in place by the Project
Management Unit.
• The PMU shall immediately organize a meeting to identify the
locations including the existing Eco parks to be developed as
Ecotourism destinations. The meeting may be chaired by the
Hon’ble Minister.
• or future, the review meeting should be supported by notes
containing concrete time frame and targets distributed over
smaller time spans than a year.
The meeting was concluded with a vote of thanks to the chair.
