Minutes of meeting chaired by the Hon’ble Minister for Forests on the 24th April, 08 at 4 PM to review the progress of implementation of the Tripura JBIC Project.


The Hon’ble Minister for Forests has chaired a meeting on the 24th April, 08 at 4 P.M to review the progress of implementation of the Tripura JBIC Project which was attended by Sh. S Talukdar, CEO& P.D, Sh. D.K Sharma, Director (P&I) and Sh. P Biswas Dir (F&A) of the Tripura JBIC Project.
2. The Hon’ble Minister was briefed about the project components to be
implemented during the entire project period and the Components to be implemented during the FY 2008-09. The financial targets set for each component and the location wise details of the Components have been discussed in the meeting.
3. The roadmap for the works immediately required to be executed in the
RMU were finalized on this day and after detailed discussion, the following decisions emerged in the meeting:
Farm forestry
• Under Farm forestry component, Decentralised peoples Nursery programme to be implemented including selection 7 beneficiaries to be finalized involving PRI and TTAADC.. Remote, inaccessible areas where concentration of BPL families, ST and other under privileged section areas where people out of compulsion depend on extraction of firewood for living are to be given top priority. Block shall be identified for implementation of the component.
Central Nursery
• The Chief Project Officers may identify and propose the sites where new hi tech nursery could be established so that the same could be finalized in the meeting of the Department scheduled to be held on the 15th-16th May,08.
Regrouped village
• The Chief Project Officers and the CCF(P&D) of the Forest Headquarters may be requested by endorsing the copy of the project component- Special package for 16 Regrouped village of shifting cultivators with a view to identify the sites where the social infrastructures out of the JBIC project would be created to avoid parallel funding and duplication of work by the Department.
NTFP- Centre for excellence
• The Director (P&I) shall formulate a Detailed Project Report on the development of Orchid and Orchidarium for tapping its full market potential including flow of benefits/the livelihood opportunities of the people to be associated with the Project initiative.
• Augmentation of the medicinal plant resources is an important component of the Project and the Medicinal Plants Board of Tripura shall be integrated with this project for overall development of the medicinal plant resources of the Project.
• The Self help groups shall be formed right from the time of development of check dams under Soil & moisture conservation component to bring in affinity and oneness of the Project and to increase the level motivation of the Self help group members.
Requirement of PMU staff
• The requirement of PMU staff was discussed in the meeting and the CEO &PD shall initiate proposal for posting of the following officers in the Project Management Unit immediately on full time basis,
1. The Head of Office & DDO.
2. The Director (Planning & Implementation)
3. Additional Director ( Planning) & Additional Director(E,A&M)
4. Two Clerical staff -Head Clark & Accountant

IGA support team

• Proposal shall be initiated to the JBIC for recasting the Project component - engagement of IGA support team so that the services of the personnel engaged is utilized effectively.
New Project
• The JBIC shall be informed about new projects to be developed and included in the rolling plan under its ODA assistance Programme

Departmental meeting – review of progress of JBIC Project
• The progress of implementation of the Project at Divisional Management Unit/ Range Management Unit level shall be reviewed on the 15th & 16th May, 08. The CPOs shall be advised to bring along upto date information on progress
Strengthening of infrastructure (DMU/RMU)
• Funds for the construction of the RMU/DMU buildings shall be placed with the Rural Development Department after finalizing the plan and specification.
Biodiversity component
• The Director (P&I) shall draw up plan for development of the component of Eco –tourism
Kick off meeting by PMC
• The Project Management Consultants shall be requested for a presentation on the 28th April, 08 at Paratia, Udaipur on .road map for the consulting services to the Project.
