Notice for Supply of Tissue Culture Hardened Bamboo Plantlets.


Tripura state sustains moist deciduous to semi evergreen forests with large tract of bamboo brakes. The climate condition of the state is conducive to growth of bamboo and tree species which hold immense potential. Due to large scale bamboo flowering in the state and the increasing demand of bamboo for artifacts etc., bamboo resource is dwindling. It is in view of this fact that the NTFP Centre of Excellence, Tripura-JICA Project of Forest Department has taken a decision to procure tissue culture developed plantlets with an aim to rejuvenate the forests at a faster pace with species of high productivity and high value in short span of time. The state represents 19 species of bamboo and the Department at this stage has decided to create large scale plantation of following bamboo species in the forest land of the state during the plantings season in 2009.
The NTFP Centre of Excellence, Tripura-JICA Project of Forest Department, therefore, through this notice is inviting Offer from the interested, established and financially sound Firms / Companies for supply of tissue culture developed, hardened tall bamboo plantlets of height between 2.0 Feet to 2.5 Feet of the following species of bamboo species at three location i.e. (1) Hatipara, Agartala (2) Udaipur and (3) Kumarghat.

The rates should be quoted both in figures as well as in words species wise, including the cost of transportation and taxes, if any which may be shown separately in the offer. The interested Firm/Company may send the response in form of Technical & Financial bids in two separate sealed envelopes through registered post/courier/in person at the address given at the end.

The terms and conditions of supply are given below:-

(i) The supplier should be in the business of developing tissue culture plantlets and should have supplied at least 1 (One) lakh plantlets to organization of repute. Copy of latest five supply orders should be submitted along with offer as a proof of supply.

(ii) The last date of receipt of the response to this Notice is 3 P.M. of the 28th December, 2008.

(iii) The supplier firm / Company shall have to ensure transport of the tissue culture plantlets before 20th March, 2009 at any/ all sites for which 20 days prior intimation should be given to the forest department for making the field arrangements. The firm/ company, may establish hardening facility at the above mentioned three locations at their cost, if required for which space will be provided by forest department free of cost. The hardened tall bamboo plantlets of height 2.0 Feet to 2.5 Feet should however be ready at these three locations by 15th June 2008 for planting in field. The payment will be released for the hardened bamboo plantlets of height 2.0 feet to 2.5 feet only.

(iv) The plantlets to be supplied have to be pathogen free/ disease free and a certificate to this effect issued by an Institute of repute has to be provided by the Supplier while supplying the planting material.

(vi)The number of plantlets per species to be supplied may vary at the time of issue of actual supply order.

(vii) Earnest Money in the form of Deposit at call ( D’Call) equal to 0.5% of the offered amount drawn on any scheduled bank pledged in favour of the Additional Director, NTFP Centre of Excellence, Tripura-JICA project, Govt. of Tripura, Hathipara, Agartala-799 012 shall have to be attached with the offer without which no offer would be considered valid. The earnest money of the unsuccessful offer (Firm/Company) will be returned immediately after finalization of the process.

(viii)The rate offered and accepted shall remain valid for the calendar year 2009.

(xii)Tax and duties shall be levied as per rules in force and should be included in the offered rate.

(ix)The undersigned reserves the right to accept or to reject any offer including the lowest offer without assigning any reason.

(x) The company / Firm should ensure the submission of information in respect of the parent stock from which the tissue culture plantlets have been developed, like its origin, present location, last flowering observed in the stock, flowering frequency, past supply record to other organization with their telephone numbers.

Memorandum



The last date of receipt of response against the Expression of Interest which has been issued vide this Office no. F. 22-3(3)/For-JBIC/ I&P/07/GIS dated the 10th November, 2008 inviting expression of interest for undertaking the job of preparation of Project Area Map of the Tripura JICA Project is herby extended by five days to the 10th of December, 2008 up to 3 P.M (IST) which shall now become the last date of receipt of the response.
2. All other conditions of the said memorandum shall remain unaltered.

Invitation of Expressions of Interest for undertaking the job of Preparation of Project Area Map of the Tripura JICA Project.

The Department of Forests, Govt. of Tripura has entered into an agreement with the Japan Bank for International Cooperation (JBIC) for implementing the Tripura Forest Environmental Improvement & Poverty Alleviation Project (in short as the Tripura JICA project) over a period of eight years commencing from the FY 2007-08. The project aims at improving the quality and density of forest cover together with livelihood opportunities of the forest dependant communities and rural poor. The concept of Joint Forest Management (JFM) of the natural resources of the state is the central theme of the activities of the Government and this concept is also the core of this Project. The JBIC has however been renamed from the 1st October, 2008 as the Japan International Co-operation Agency (JICA) and as such the Project authority has also accordingly been renamed as the Tripura JICA Project.
2. Preparation of project area map through GIS technology is an important component of the Project and its objective through preparation of Project Area Map is to have a GIS database that shall act as the basis for identification and selection of target villages /mouza and watersheds under the Project for eventual interventions as per the Project objectives and activities. It shall also have to serve as the baseline data for impact assessment of the project. The target area of the task thus includes JFM areas in seven Forest Divisions and four Wildlife Sanctuaries of Tripura. 3. The Organizations to qualify for the job is required to have the following experiences and capability to carry out the work, namely:
i.) Experience in cartography, GIS database creation, Remote Sensing (RS) / multi-sensor and multi-date satellite image interpretation for land use / land cover mapping, ground-truthing, creation of Digital Elevation Models and Spatial Analysis.
ii.) Experience in handling of market leading GIS and Image Processing Software with sufficient number of legal licenses particularly of Arc GIS and Erdas Imagine software.
iii) Experience of conducting trainings on methods of field data collection, detailed procedure of GIS database creation, functionalities of GIS, Remote Sensing and satellite image interpretation, for the field level Forest Officers including preparation of training materials.
4. The Expressions of Interest are therefore invited from the Organizations, Agencies, Bodies incorporated as Societies, Private limited Companies and Institutions working in the field of Mapping through GIS and Remote Sensing techniques which fulfills the conditions mentioned in para 3 and having at least five years’ of experience in executing similar nature of work in the field of Forestry/ Natural Resource Management to submit their bids in two parts (i) Technical bid and (ii) Financial bid showing the details of the works proposed to be carried out, together with timeline for completion of the job in the technical bid. The financial requirement including taxes to be deducted for the job, terms of payment etc complete in all respect shall have to be submitted in the financial bid along with all relevant credentials, copies of upto date Income tax/VAT returns. The two bids may be submitted in separate sealed envelops clearly super-scribing the contents and putting both the sealed envelopes in an outer envelope super-scribing "Bid for Preparation of Project Area Map for Tripura JICA Project” so as to reach the office of the undersigned on or before 3 P. M (IST) of the 5th of December, 2008, (last date for receipt of the Expression of Interest) by registered post/ Speed post, courier post/ in person.Bids received after the last date stipulated above shall not be accepted.
