Invitation of Expressions for Interest for undertaking the job
of Capacity Building of the Forest personnel of the Tripura
Forest Department and Members of the Joint Forest Management
Committee.
The Department of Forests, Govt. of Tripura has entered into an
agreement with the Japan Bank for International Co-Operation (JBIC)
for implementing the Tripura Forest Environmental Improvement &
Poverty Alleviation Project over a period of 08 years commencing
from the FY 2007-08. The project aims at improving the quality
of forest cover and livelihood opportunities of the forest
dependant communities and rural poor. The project has a strong
component of capacity building of different stakeholders
including the Forest field personnel and the community members
to facilitate the process of conservation of biodiversity and
natural resources of the state. The concept of Joint Forest
Management of the natural resources of the state is the central
theme of all forestry activities of the state and this concept
is also the core of the Project.
2. The capacity building of the Forest Department officers as an
institution is a component of the project and the process aims
at creating an enabling environment for protection, regeneration
of the forest resources including the enhancement of the
wildlife and biodiversity resources of the state for natural
resource management and poverty alleviation through creation of
sustainable livelihood opportunities for the tribal shifting
cultivators and the rural poor.
3. This Expression of Interest is therefore invited from
Organizations, Agencies, Bodies incorporated as Societies, NGOs,
Companies, Training Institutes working in the field of capacity
building and imparting training to the Government officials in
general and Forest officials in particular having sufficient
experience of working in the related field and in undertaking/
completion of similar nature of job in the recent past for
submission of their bids for undertaking the job of imparting
training to the field level forest personnel and JFMC/SHG/CIG
Members (President/Treasurer/Member Secretary etc.) of the
project area. The locations where the training would be
arranged/ type of accommodation to be provided to the trainees
including other logistic support, training materials/study
materials and intake of the trainees in batches may be mentioned
while submitting the bid. The job would entail the following
activities:
• Training Need Assessment (TNA)
• Developing training modules and materials for different target
groups based on TNA i.e Mid level officials, Forest front line
staff and JFMC members.
• Organizing Resource Persons Development Programme (RPD) for
the Forest Department officials and staff.
• Identify potential trainers through RPD and organize Training
of Trainers (TOT) programme.
• Organize training for strengthening and capacity building of
the members of the JFMCs /SHGs/ CIGs on pilot basis for
demonstration on
o Institution building
o Participatory Resource Assessment
o Micro-planning and sustainable livelihood planning
o Participatory Monitoring and Evaluation
o Developing indicators for effective training
o Methods and approaches to measure effectiveness of the
training.
4. The Organizations shall have experience on,
1) Experience of conducting training on issues related to JFM,
Micro-Planning, PRA, Conservation & development of Common
property resources for the Mid level officials and Frontline
field staff.
2) Experience in preparing Training Manuals especially on JFM
3) Experience of organizing Resource Persons Development
Programme and Training of Trainers for the forest officials and
staff
4) To develop Training Strategy for the Forest Department
Officers as an Institution as well as to design and implement
the Training Impact Assessment
5) Working in different states/ Agro-climatic zones of India on
issues related to JFM, Micro-planning process etc.
6) Formation, capacity building, awareness generation and
networking of community organizations across different states of
India for natural resource conservation for universalization of
JFM.
7) Must have action research sites on issues relating of JFM in
different ecological zones in India and
8) The knowledge and use of Bengali language while imparting
training would be considered as an added advantage of the
Institution.
5. This Expression of Interest (Bid) in two parts, (i) Technical
and (ii) Financial bid in separate sealed envelops clearly
super-scribing the contents, complete in all respect may be
submitted by the interested Agencies/Organizations Institutions
annexing all required documents mentioned in the above
paragraphs along with all relevant credentials so as to reach
the office of the addressee as mentioned below on or before 3
pm. IST of the 25th January, 2008 by registered/ courier post/
in person.
6. Financial bid should contain rates for conducting training at
different levels i.e Mid level officials, forest front line
staff & JFMC/SHG/CIG members both within the state and outside
separately. Cost of imparting training, board & lodging, supply
of training materials etc. are to be indicated separately for a
